Description

9. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, ("SCHOOL BOARD") AND PLYMOUTH HARBOR, INC. ("HEALTH CARE FACILITY")
Description

The School Board offers to enrolled students a Health Science program and the Health Care Facility manages a health care facility.  The School Board desires to provide its students a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility and the Health Care Facility has agreed to make its facility available to the School Board for such purposes.



Recommendation

That the Affiliation Agreement between the School Board of Sarasota County, Florida, ("School Board") and Plymouth Harbor, Inc. ("Health Care Facility") be approved.

10. APPROVAL OF THE ENVISIONING OUR FUTURES GRANT PROPOSAL TO THE ELLEN DEGENERES SHOW/TARGET GRANT FOR GLENALLEN ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $100,000 will provide clothes, shoes, electronic learning materials and books for students at Glenallen Elementary School.

Description
The student listed in Expulsion Case No.12-264, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 5, 2012, the student listed in Expulsion Case No. 12-264, violated School Board Policy 5.34(1)(F), Conveyed, symbolized, and /or depicted an act of violence on a student or staff member.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2013.

Description
School Board Policy 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has been withdrawn from the Triad program and his expulsion reinstated.

MATERIALS MANAGEMENT

27. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

28. APPROVAL TO AWARD BID #12-0170 FOR ASPHALT SURFACES - REPAIR AND MAINTENANCE
Description
Bids to provide 'Asphalt Surfaces - Repair and Maintenance' were received from four vendors on January 26, 2012.  The bid of Asphalt Maintenance was the best low bid meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Asphalt Maintenance to provide 'Asphalt Surfaces - Repair and Maintenance' in an amount not to exceed $150,000, be approved for award and purchase.

CONSTRUCTION

29. APPROVAL OF AMENDMENT #2 TO ARCHITECT'S CONTRACT FOR THE LAUREL NOKOMIS HVAC RENOVATION PROJECT
Description

The scope of work for this amendment is to add electrical engineering design services and coordination for the Classroom of Tomorrow in Building 8, Room 802 and Building 11 Room 822.

The total amount for these changes shall not exceed $1,430.00.  These funds are available through the project budget.

Funds for this project are available in the capital budget account.



Recommendation
That the Amendment #2 to the Agreement dated December 7, 2012, with TOTeMS Architecture, Inc., for the Laurel Nokomis HVAC Renovation project be approved as presented.

Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein in Change Order No. 12 for approval.  The Director of Construction Services has determined that the project is complete in accordance with state statues.

Recommendation
That the project be accepted as complete and the final payment to contractor be approved as presented.

32. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $3,246,242.43 in gross contract dollars.

Included in these change orders are $3,156,500.11 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $3,346,151.87 result a net of $189,651.76 in sales tax savings.

FINANCE

33. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENT FOR THE MONTH OF JANUARY 2012
Description
 

The Superintendent's Financial Statements for the month ending January 31, 2012 does not reflect any unexpected trends for the 2011-2012 fiscal year. Deficit spending will continue in the General Fund as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The large variance between 2012 and 2011 on the District's balance sheet at January 31, 2012 for accounts payable is as a result of the implementation of the CrossPointe software in August 2011. The District is now more appropriately reflecting our accounts payable liabilities and actual expenses in the period they are incurred rather than the period paid.

 



Recommendation
That the Superintendent's Financial Statement for the month of January 2012, be approved as presented.

New Business
34. SARASOTA COUNTY SCHOOLS PURCHASE OF PHASE 4 DESKTOP AND NOTEBOOK COMPUTERS AND SERVICES FROM HEWLETT-PACKARD COMPANY
Description

Hewlett-Packard Company has provided Sarasota County Schools with a comprehensive product and services program to procure desktop and notebook computers utilizing the State of Colorado, Department of Human Services RFP #NC9100110OITS.  This provides ongoing asset management, deployment logistics, warranty and repair support and service management.

This agreement provides the district with a turnkey leasing solution for computer replenishment that provides the best of product and services.  It is based on a 5-year lease for equipment utilization, management, warranty, repair and support.  Key benefits of this agreement are:

>Baseline pricing below WSCA for all computer models and accessories

>Five-year warranty and replacement cycle

>Ownership never transfers to District

>HP donates end of cycle computers to Texcellence program

>HP handles break/fix of computers thus allowing district staff to perform higher level technical services

This effort is year 4 of a 5-year plan for computer refresh and deployment district-wide.

Computers removed from the schools involved in this phase and less than 6 years of age will be deployed to other District schools.  All computers greater than 5 years old will be first made available to our Texcellence program prior to releasing them to a recycler for disposal.  Computers less than 6 years old will be deployed to schools planned for future phases.



Recommendation
It is recommended that the proposal from Hewlett-Packard Company be approved for award and purchase.
